“Huge Win”—House Overwhelmingly Passes ACEC-Backed Highway Trust Fund Fix

The House approved legislation backed by ACEC and its industry allies this week to ensure the solvency of the Highway Trust Fund and avoid a devastating cut to state highway program funding.

The bill, which passed by a wide, bipartisan margin of 387-37, transfers $8 billion from the Treasury to the Highway Trust Fund, essentially returning revenues that were transferred out of the Trust Fund and into the General Fund in 1998.

“This is a huge win, and a clear indication that Congress is listening to us on the importance of correcting the Trust Fund solvency problem,” said ACEC President Dave Raymond. “It’s also an indication that our strong grassroots lobbying works, as thousands of ACEC members called or wrote support letters to their House members in response to our Action Alert.”

The Highway Trust Fund is facing a projected deficit in the next fiscal year because of lower-than-expected revenues and emergency outlays. The shortfall would lead to a 34 percent cut in funding guaranteed to the states under SAFETEA-LU.

The remarkable 387-37 vote came despite a veto threat from the White House. Action now moves to the Senate, where ACEC is working closely with lawmakers to gain passage.

Kansas Scores Again for ACEC/PAC

ACEC/Kansas met its 2008 ACEC/PAC fundraising goal this week, marking the second straight year the Sunflower State hit its PAC target.

Kansas now becomes the eighth state to hit their PAC goal this year, joining South Carolina, Indiana, Wisconsin, Kentucky, Tennessee, Metro Washington, and Montana. “The federal government continues to have a major impact on the engineering industry,” said Kansas PAC Champion Maurice Bowersox of Engineering Resources in Olathe.

“For this reason, having a strong industry political program isn’t something that should be viewed as an option—it’s an absolute necessity, which is why we take ACEC/PAC very seriously.”

Paul Weida of Black & Veatch, another key PAC supporter in the state, agreed. “Maurice and others have worked hard the past couple of years to make sure engineering firms in Kansas know how much and how directly federal legislation affects their bottom line.”

Added ACEC/KS Executive Scott Heidner: “Whether at the federal level or state level, Kansas members definitely understand the vital importance of proactive political engagement.”

House Clears ACEC-Backed Bridge Legislation

The House of Representatives approved ACEC-supported legislation this week to improve the nation’s bridge inspection, rehabilitation and repair programs.

The National Highway Bridge Reconstruction and Inspection Act (H.R. 3999) authorizes an additional $1 billion for Fiscal Year 2009 for the Federal Highway Administration’s Highway Bridge Program.

The bill includes a key Council recommendation that requires the Department of Transportation to develop a new risk-based process for bridge inspections and repairs. The House also adopted an amendment offered by Rep. Michael Capuano (D-MA) to expand the bill to include new tunnel inspection requirements.

The legislation also includes an ACEC-backed provision requiring bridge program managers and key team leaders to be state-licensed professional engineers. The prospects for Senate action on the bill this year are uncertain. The bill could be included in the broader SAFETEA-LU reauthorization legislation due for consideration next year.
